OpenAI, the developer of ChatGPT, has publicly expressed its support for the United Kingdom’s initiative to implement legislation that governs artificial intelligence (AI). This endorsement is part of the company’s strategy to foster a cooperative relationship with the UK’s new Labour government.
In a recent statement at the Labour Party Conference, Brittany Smith, head of UK policy at OpenAI, emphasised the importance of legislation not only in controlling the societal impacts of AI models but also in encouraging the adoption of AI safety measures. “We’ve been super clear that we’re in favour of legislation,” she stated, stressing the dual role of regulation in oversight and safety promotion.
Smith further underlined OpenAI’s partnership with the UK AI Safety Institute, aiming to equip lawmakers with essential insights on implementing optimal practices. This collaboration reflects a shared commitment to refining the legislative framework that governs AI technologies.
However, Smith acknowledged the complexities involved in preparing regulators for effective AI policy management. She noted that establishing a fully operational AI regulator could be a protracted process, potentially spanning several years. The necessity for streamlined guidance tailored to individual sectors and departments was also highlighted.
Moreover, Smith cautioned against a fragmented approach where each department embarks on lengthy journeys to develop extensive white papers. “If every specific department goes on a nine to twelve-month journey to write a 60-page white paper, we’re going to be nowhere real fast,” she warned, highlighting the risk of inefficiency.
During the inaugural King’s Speech under Prime Minister Keir Starmer, King Charles III expressed the government’s intent to introduce legislation mandating requirements for entities developing advanced AI models. While a specific bill has yet to materialise, this announcement marks a clear direction towards safeguarding public interests against the potential risks associated with AI.
OpenAI’s supportive stance on UK AI legislation underscores a significant step towards regulated and safe AI development.
